Introduction
This rare and important document was contributed in October 2019 by Graham, who noted:
Got this with a 1960 Keyo in original condition, the guy bought new rego stickers from 1962 to 1969. (edited).

The council restricted board riding to a marked area between North Cronulla and Wanda Beaches, other areas being accessible in the winter months (
1st May to 30th September).
All surf craft larger than 3ft required a
registration fee of 5/- (five shillings),  recording the owner's name and address and identifying the craft with a circular sticker, coloured coded for each season.
Following decimalisation i
n 1966, this was adjusted to 50 cents.

The council proscribed design limits:
The bow must be rounded off at a radius of not less than 5 inches, fins must be at least 1/4 inch thick constructed with edges rounded.
Although most manufacturers would have had little difficulty in complying with the council's parameters in 1963, by 1969 these were challenged with the growing popularity of pointed (pin) noses and sharply foiled fins.

As a reaction to public concerns about safety,
Sydney beach side councils introduced surf craft registration in 1960 along with a circular vinyl permit sticker.
Mostly white and
coloured coded for each season, they indicated the council area, a two year summer season and a stamped serial number.
The system disappeared without fanfare by the 1969-1970 season.

Valid only for the beaches of the issuing council and policed by beach inspectors and surf club members (sometimes resulting in confiscation) the system was reviled by boardriders.
Perversely, the stickers are now highly prized by surfboard collectors.
A similar system was in use in the US at this time.
Circa 1969 a similar design Surf Craft Permit was used to identify members of N.S.W. Surfriders Association.

REGULATIONS
1.  Registration:
ALL surf craft, in size 3 ft. or greater, shall be registered at either Cronulla or North Cronulla Dressing Pavilions at an annual fee of 5/- operative from 1st October in each year.
A registration sticker will be issued and placed on the top of each craft.
Dangerous craft will not be registered.
The bow must be rounded off at a radius of not less than 5 inches, fins must be at least 1/4 inch thick constructed with edges rounded.

2. Control:
Surf craft riding is under the control and direction of Beach Inspectors at all times.

3. Areas:
Riding of surf craft at Cronulla Beach is PROHIBITED at all times*

Riding of surf craft will only be permitted at the following localities during the periods indicated:—
Locality:
(a) North Cronulla Beach.
(b) Wanda Beach.
(c) Marked area between North Cronulla and Wanda Beaches.
Period:
1st May to 30th Sept *
1st May to 30th Sept *
At all times.
*Use permitted by Surf Club members when performing life saving duties

4. Penalties:
Persons breaking regulations 1 to 3 incl. shall be subject to the following PENALTIES:—

1st Offence:
Impounding of surf craft for a maxi­mum period of 7 days.
2nd Offence:
Impounding of surf craft for a mini­mum period of 21 days.
3rd or continuing offence:
Prosecution, and in the event of a person being under the age of 18 years, the surf craft may be im­pounded up to a period of 3 months and released only after the owner and parents have been interviewed by a responsible officer of the Shire Engineer's Department.

In addition; offenders may be prosecuted and removed from the beach areas—see Clause 29, Ordinance 52 under the Local Government Act, 1919, as amended.
